Surprise!

REO properties sell closer to list price than privately owned property! Amazingly, in Berkeley, Alameda, San Leandro, and Hayward, REO properties sell on average for more than list price!

Instead of looking at list price vs. sales price, we should compare average sales price:

What makes an REO property a good deal is the low sales price!
